PDF Server Keeps Disabling on Searchhead

Running pdf server 1.3 on a searchhead running Splunk 4.3.4, build 136012. I have noticed that the PDF server under system settings keeps disabling, I believe mostly after Splunk restarts. Anyone experience this issue?

For some reason, the deployment server contained an alert_actions.conf with the server disabled. This has been corrected
