Can someone tell me the best way to use splunk to check if a server is available. I am new at Splunk and would like to setup an alert when a server is not available. (Down).

well i would start first by the Splunk Tutorial which will take you through all the splunk features.
After that as there is different ways to monitor servers you should check the different apps:
Ping status
Pinger
Splunk for asset discovery
splunk-app-for-network-monitoring-and-mapping-beta
