I am also looking for access Splunk service via URL. Would it be possible to access a splunk REST service that is hosted and available via a URL?

Is it just the URL you are looking for?
As in, https://SPLUNKSERVERIP:8089 ?
8089 is the default port number

I think you may have to go away, decide what exactly you want to do, come back and post a question with detail on what you want to achieve, what you have tried and which areas you aren't sure on. And yes, I couldn't tell you the IP address of your own remote server...
