Refreshing externally modified views

I have come across a few older questions RE: externally editing views.
My problem is that using "en-US/debug/refresh?entity=/admin/views" isn't much use for me as I need some way for a script to refresh the current views on a Splunk install.
E.g. a user accesses a dashboard and Splunk automatically refreshes or checks for changes (through some sort of scripted action or I suppose an ER).
Is there currently any way to achieve this that anyone knows of?
I have seen;
http://docs.splunk.com/Documentation/Splunk/4.0.9/Developer/TieViews

But this does not apparantley relate to the most recent versions, nor does it offer any alternative than CLI which would require some form of authentication at runtime.
