Navigation menu default.xml changes not visible in app

In the Manager>>User interface>>Navigation menus I am trying to edit the default xml file. I edit the xml and save. The changes are not viewed in the app.

I also have looked in
d:\Program Files\Splunk\etc\apps\my_app\default\data\ui\nav
and the changes are in the default.xml file.

I have restarted both splunkd and splunkweb. The menu in my app doesn't show the changes.
It is a Windows 2008 R2 server.

I am just trying to add a collection to the nav.

Any suggestions?

Figured it out.

I added the collection and then added the views that I planned on making for the collection.
Since the views did not exist the collection and views were not displayed at all.
