Unfortunately, I was told I don't have access to index=_internal .

but I will try it in my own env.

If you have access to the internal index then you can get that information from the access logs.

index=_internal source=*splunkd_ui_access.log "<<my app>>/<<my dashboard>>" 
| stats count by user
