Correct resolution for this issue is to force update content as mentioned in this article (if 1 time force update not work try it 3-4 times it will resolve issue) : https://splunk.my.site.com/customer/s/article/SSE-Security-Content-not-loading-issue-KB-will-complet...
Also it required to have internet connectivity on Splunk Machines to use this App

Clearing all bookmarks and data mappings (reset all configurations) and doing a force reset allowed the security content page to load. preforming a data mapping immediately kills access to the security content page.

This issue just happened to me this morning.. it was after I performed the data mapping. I was able to fix the issue without clearing my bookmarking etc by going to setup->review app configuration->update content->force update.
