LocalStorage Files Sometimes Not Created

I'm trying to configure the Splunk App for SQL Server and I'm only getting some data fed into Splunk. I've tracked down the issue to the fact that some LocalStorage files aren't being created, causing FileNotFound errors. I've tried granting SYSTEM full control on those folders as well as creating the files myself, but neither of those worked. Does anyone know why some files aren't created (Example: the DBInstances.xml file exists, but the Databases.xml file does not) and what I can do to fix this?
