Does Splunk provide a version control environment (SVN, Git etc...) for collaborating on Splunk apps, add-ons etc..

Yeh , i use git, but if i want to collaborate with another developer,then i guess we'll just setup our own environment.

No, but I guess I'd say that it doesn't need to. Use of version control is possible at really any level. I use mercurial for app version control, and I can't imagine why I'd want Splunk to really take any role in that. It just works.
