Add-on for JIRA: How to leverage a second user?

We're trying to have two JIRA users with different permissions use the Splunk app for JIRA. Basically - permission the jira command with write permissions to a broader group to the less permissioned one, and permission the jira command with locked down permissions to the user with more access. So far, we've created a clone command in local/commands.conf and gave it admin only permissions in metadata/local.conf, but I don't know how to map a new stanza in the config.ini file (with the user/password of the jira user with more access) to those commands. Anyone have any thoughts/ideas? Happy to clarify anything!
