I want to send an alert when 2% of total transaction calls taking more than 10000 milliseconds
could anyone please sugget appropriate query??

Precisely my point - @bowesmana has answered your question giving you a search which you have shown is returning a result when there are more than 2% of the responses greater than 10 seconds - is it simply that you don't know how to set up an alert?
