For a php programmer, you could use splunk for :
- monitor and look for error patterns in the logs of your applications
- generate stats on your website usage
- generate stats on the usage of your php program (for optimization)
The prerequisite to start are common :
- some computer science to install and configure, know where to find the log files
- math degree to dive into statistical analytics
- reading degree, the docs are very complete http://docs.splunk.com
- curiosity to play with the search language.

It's always good to learn something new, there are no pre-requisites as such.
...usually people learn to use Splunk when they want to churn through machine data.
