I have a question about the Splunk Power User course.

The eLearning details show 0 dollars cost. Does this mean that all the courses needed to get this Certification are free? What about the exam?

This means that the modules that make up the course have no cost (ie Free), however the exam is $130USD. See https://www.splunk.com/en_us/training/certification-track/splunk-core-certified-power-user.html for more info.
