Splunk Certified Core Power User is just a certification which means you book an exam with PearsonVUE and have to pass it in order to be certified. There is a recommended training track but it's not required nor included with the exam itself.

Histirically, for Power User you'd be expected to have taken the Fundamentals 1 and 2 courses. Nowadays the trainings wer split into single subject courses so there's more of them (but they are shorter and as the name says they deal with single subject each).
