splunk db connect normal user not allowed to add

Folks ,
we have case like

as normal user from DBA not able to add his DB to external database on splunk side.
as admin user we can able to add his DBS to splunk .
is there any way all DBA group can add there DB with out coming to our group ?

No, not really. Splunk implements role-based access control in such a way that it is not possible to delegate the creation of things like databases to non-admin users.
