Solved: css styles not working for dashboard title.

Hi Folks,
so I have below code but for some reason my css code not rendering, what am I missing?

<dashboard>
<label>Processing_Step_Clone_2</label>
<row>
<panel id="PStitle">
<title>Processing Steps for Source$form.Source$ - $form.earliest_date$ - $form.time$</title>
<html>
<style>
.dashboard-row #PStitle .dashboard-panel panel-title {
