Why is the Splunk Enterprise 'WGet' link so slow?

I'm trying to automate the deployment of the Heavy Forwarder, as part of that i'm automatically fetching the Splunk Heavy Forwarder from the relevant 'wget' URL provided from Splunk (because they don't do package management for some reason?)

I'm getting throttled down to 200-400KB's

4.24M 516KB/s eta 14m 34s

Is this normal? This isn't a function of our internal internet provider, it looks to be direct throttling from Splunk - this would be solved by package mirroring similar to how other products. But Splunk seems to be silent on that as per https://answers.splunk.com/answers/33933/is-there-a-yum-rpm-repo-for-splunk.html
