Release Management with Splunk?

All,

We're looking to open Splunk up some and let developers submit TAs and apps and what not without admin involvement. So I was going to toss a GIT repo and schedule a job to the deployment/deployer and cm. Then I saw this

"Unified Open-Sourced Splunk Configuration Management System "
https://conf.splunk.com/files/2016/slides/unified-open-sourced-splunk-configuration-management-syste...

Looks pretty awesome but hasn't had an update in a couple years. Worth investing days into checking out? Any other similar tools I should be considering?

Ok, I know this is very late, but it's been a long time since I was involved with this tool. My team (and genius programmer, Kal) built this, and would love for someone to own it. Reach out to Kal on github, and maybe he can spare some cycles. https://github.com/kalpatel01/appetite is his fork from our original opensource project.
