How can I do this in splunk?

Your requirement is a bit unclear to me. You have only one value in each of first and second csv. Anyway the following query may work by selecting bar or column chart from the visualisations. The following query will show TotalTime from first csv and append TotalTime form second csv underneath that.

| inputlookup csv1.csv | append [|inputlookup csv2.csv] | table TotalTime
