Cannot update .js files on local server

I have updated the .js files of a local host of an app. I have been unable to update using url commands when trying to update the instance itself. Commands such as _bump, /debug/refresh, and even restarting the server do not work. I have attached several images of the resultant webpages. Does anyone know what might be the cause of this issue?

The issue was caused by having a free license not a forwarder license. Thank you for your help. Splunk should document this issue more thoroughly...

To me it looks like the user that you use to access the links does not have the debug privileges. Try with admin.

Also I have tried to delete and reinstall Splunk (v7.3.2).
