Can i have 2 independent search heads, using same license file .
Both the search heads wanted to search the same data (INDEXERS are common)
Need: 1 search head dedicated to Splunk users for searching indexed data & the other for "Controlled" saved/scheduled searches.
Will this implementation work ? or the Indexers complaint ?

It is perfectly okay to have 2 independent search heads searching the same indexers.
But you don't want the search heads to use the same license file - put all the license files on one machine (indexer or search head) and make it the "master license server" for the environment. Point all the indexers and search heads at the license master - the search heads need to be licensed so they can communicate in the Splunk Enterprise environment, but they won't actually consume any of the license quota.
When I try this I get "duplicate license" on the search peers page.
