Can't attach / send file in SOAR (phantom)

When attaching file to some SOAR actions

E.g. send e-mail  OR update ticket in Jira I am getting the following error though Vault ID is valid

Error occurred while updating the ticket. Failed to add attachment. Error message: Could not find specified vault ID in vault
