what is requirment to create testing LAP enviroment with free licenses , please share with me any video or article related to it .
What do you mean by "lap" environment? A lab for testing things?

You prepare a server, you download the software and install it and you're good to go.
It's just that if you want to use Splunk Free License your lab functionality will be limited - there are some features missing from the Free License.
