Why is Splunk Enterprise not working?

I am unable to open Splunk Enterprise, getting error as 

This site can’t be reached

127.0.0.1 refused to connect.

ERR_CONNECTION_REFUSED

I have checked the proxy and firewall

It worked after i did repair the application but again i am getting the error.

i think after windows update it is not working as the after installation and repair windows did an automatic update

Any suggestions on resolving the issue.

As this is running on your own workstation, maybe it’s easiest to install splunk again over current installation? If when you have done all changes via GUI, the new installation won’t override those.

can you please check weather splunkd is running on the system from cmd (please run as admin)

cd C:\Program Files\Splunk\bin (location in which splunk installaed)

run following command 

splunk status 

if splunk is not running  start splunk using splunk start 

also please check on which webport splunk is running  splunk show web-port

and try to access the splunk with web porthttp://127.0.0.1:8000/
