I would like to know if its possible to upgrade from Splunk 6.2.1 to 8.2.4 having an enterprise perpetual license?
If not, what do I have to do?

yes: you can upgrade your Splunk but you have to perform a multistep upgrade path:
And there's a precedence in Splunk Servers:
to respect for each upgrade step.
About the license, if you have a perpetual license, you will pay only the maintenance on your perpetual license.
Then if you need more license, you will have a mixed license:

Just one clarification, the license expires in 2038 what kind of maintenance do I have to pay? And if indeed I have to pay, how can I do it?

you have to ask to the Splunk Partner that sell to you the license, if you don't have, you can ask directly to Splunk Sales.
Beware that probably they will ask you to pay the maintenance from the maintenance expiration date.
It's strange that they didn't ask you to pay maintenence!
