Splunk update

my splunk version is 7.3 But Splunk left Russia and is not supported here. if i upgrade to version 8. that is, it is likely that the company’s splunk will be blocked. We have an official license. Is it possible to update the splunk so that my splank does not go to the central office and is not blocked.
