By default, Splunk's web server is CherryPy.
http://docs.splunk.com/Documentation/Splunk/7.0.1/ReleaseNotes/CherryPy
Splunk is not packaged with Apache tomcat or Apache struts.

I've seen vulnerability scans report an Apache Struts vulnerability against Splunk, but left didn't get an explanation as to how that finding was determined.
