I assume that I need to install Splunk Enterprise Security

1. Is my assumption correction?

2. It says Contact Sales when I try to download the Enterprise Security App. I have developer License

Yes, that endpoint comes with Splunk ES.  Splunk ES requires a separate license.  It is not covered by the Dev license.
