Why is the NMAP app that is packaged with Splunk Enterprise Security not on Splunkbase? Do I need an ES license to use it?

So I was up last night making an NMAP app for my company. Took it into work and a worker pointed out there was an NMAP app packaged with Splunk Enterprise Security and Splunk App for PCI Compliance. So my question is, why isn't it on Splunkbase? Am I not allowed to use it without an ES license? (which I have, just curious).

Any more input on these packaged apps? I was unaware of them until today.

Some TA (Technology Add-ons) are part of premium apps like ES and PCI, and supported.
If you did not bought ES or PCI apps, you should not have them, so officially, you should not use them.
