How can I get a Splunk dev license with Enterprise...

I'm starting to work on a new integration for Splunk Enterprise Security. Doc mention only devs with "entitlements" can test a ES integration, but I didn't found any other mention on how to get them apart from that link. What is the process to obtain them?
