Why can't I create Custom alert action?

I got a free Splunk cloud dev instance where I am trying to create a custom alert action, but seems to me 'edit_alert_actions' capability is missing. Could you guys help me on how do I create a custom alert action in dev instance. Or it does not support at all in dev version?
