Its not currently possible to automatically switch between tabs in Dashboard Studio, the only thing you could do is use a browser plugin to navigate to the relevant URL on a rotator at the required interval.
The other thing I wanted to check - Are those 10 panels backed by a single base-search? Rotating 10 panels every 20 seconds feels like a quick way to use up a load of resources in your Splunk stack! I'd be careful taking this approach but I appreciate you may have already considered this.
