Is there possibility of obtaining a Splunk Cloud license for development and integration purposes.
Our company is actively working with Splunk APIs, and I’m trying to determine if there’s a license or partnership program we could leverage to support this work.

if your company is Splunk Partner and your company fulfills some defined requirements, then there is possibility to get Splunk Cloud Sandbox environment for 12 months. I cannot recall those requirement now, but you or your company's partner manager can check those and if those are fulfilled then order that sandbox to your use.

We’re not currently partners, could you please elaborate on what steps are needed to become one? Additionally, IIUC, the developer license does not provide access to a cloud instance, is that accurate? Lastly, would it be possible to pay a small fee to obtain a cloud instance specifically for development purposes?

You still can use your Splunk Enterprise environment to deploy for Cloud. Just have to remember about differences.
1) You have fewer API endpoints available in the Cloud (mostly the ones needed for interacting with the Splunk environment as a whole, not the "internal administrative" ones)
2) You don't get an admin role user, most you can do is sc_admin
3) Your calls are dispatched only to SH-tier; you can't REST your indexers in the Cloud
(If anyone can think of more differences, feel free to add to this list)
Unless of course you want to integrate with Splunk ACS - this you won't get on-prem for obvious reasons.

You are correct, the Developer license applies to Splunk Enterprise only, not Splunk Cloud.
You can get Splunk Cloud for a fee, but I'm not sure how small it would be. See https://www.splunk.com/en_us/products/pricing/platform-pricing.html for more information and to get an estimate.
Yes, you probably can get a Splunk Cloud stack (more than just a license), but it most likely will not be free beyond the initial (7 days) trial period.
What exactly do you mean by "Splunk Cloud Stack"? I’ve started a 14-day trial, but it seems that the API is not enabled.
