I was looking for detailed documentation on migrating from Splunk On-Prem to Splunk Cloud, but couldn’t locate any in the official Splunk documentation. Could someone please share the relevant document or procedure for performing this migration?

This is typically a task carried out by Splunk Professional Services (PS) and not something a customer would typically undertake themselves - however depending on your exact requirements it may be something you could achieve yourselves. 

The biggest issue typically revolves around data migration, ultimately in order to migrate existing data from on-premise properly you *must* use Professional Services.

If you do not need to migrate historic data then you may be able to migrate your apps etc yourselves, this requires ensuring all your private apps pass Splunk AppInspect and are compliant with Splunk Cloud. Existing private user knowledge objects will also need migrating, e.g. by users manually re-creating or pushing via API calls. 

There is obviously more to it, gotchas, best-practices etc and also additional complexities if you use any premium apps such as ITSI or ES so I would still recommend speaking to Splunk PS about this task.

As said this is usually done by PS service. Of course there are lot of things which you need to do by yourself.

If you need to migrate your current data into SCP without reindexing it then you must use PS to help you. If you are just taking SCP into use without data migration then you can do it by yourself after you have gotten SCP stack into use. BUT if you haven't do it before, I strongly recommend to you to take onboard  someone who have already done it. And usually those are PS and/or your local Splunk Partner Company.

You're unlikely to find a Splunk manual for cloud migration since doing so is not a DIY project.  I know of only one customer who has migrated to Splunk Cloud without help from Professional Services.
