Product version error in 9.1.3

I'm seeing this error from the _internal index in the web_service.log and the python.log:


"startup:116 - Unable to read in product version information; isSessionKeyDefined=True error=[HTTP 401] Client is not authenticated"

Does anyone have more information on this error?
