Cannot create a second admin user in splunk cloud

I have a new Splunk cloud instance, less than 24 hours old. I created a second user and the suer was able to log in. When I assign administrative roles to this user and click "save" the roles do not apply to the user account. It remains solely a "user".  Any idea why I cannot assign admin roles to a user? I am sc_admin

Thank you. I figured out how to ad the sc_admin role, whoch is sufficient for our purposes.

Splunk Cloud users aren't permitted to have the 'admin' role.  The best they can have is 'sc_admin'.
