Restrict Agent connectivity with controller

Hi All,

 

Is there a way to restrict agent connectivity to controller and managed by Administrator only?  Is Licence Rule is the only option for this?

 

In default license rule complete license count has been assigned to all module, so app team when they use the existing access key they are able to connect to the controller. So in this case we need to reduce the given license to current usage to restrict new additions? Is this the only option?

Creating a new rule will create new access key right, so it will be more confusing.
