I would like to know whether AppD provided monitoring for Oracle Cloud. If you can you, please route me to the reference documents?

I found this page on the AppD website, but it does not seem to mention Oracle Cloud

You can look through our AppD Documentation site here

AppD has also just launched a new AppD Cloud product that might be what you are looking for
