how to access splunk file system

i cant able to login splunk enterprise ,,they are asking me to access splunk file system ,,,which i searched in splunk website i couldnt able to do it

after first installation - Go to http://localhost:8000>>provide default username as "Admin" and Password as "changeme"

that is what i did its not working ,,,i uninstalled and tried but its not happening

after going to localhost:8000 are you able to see splunk home screen?

is there any other way to login or reset password ,,,most of them asking to use this syntax
$SPLUNK_HOME/etc/passwd file to $SPLUNK_HOME/etc/passwd.bak
but where do we have to use this syntax
