Why is Splunk app invisible for certain role despite changing its read permission to all roles?

There are two apps, a custom app and search app which are inaccessible to users despite them having read permission to view the app. These apps exist on a Search Head Cluster.

Can someone please advise how to fix this ?

been a while since i've admin'd a splunk instance, so the details escape me and I probably cannot help.

But might be useful to know if the app is "invisible" or "inaccessible".  Meaning, is it just that they can't see it in Splunk or is it that even given the link to it, they cannot get to it?
