Role Capabilities Control - Edit User Edit Roles

Trying to create and additional role that would allow the role to create new users using Splunk authentication.
the role should allow for searching as well as the creation of users only for the admin functions.

So far have tried to add in the edit_users and edit_roles capabilities and also inheriting the pre-created power and user roles.

However, the 2 options still does not shows. Is there something that i am missing?
