Restriction of free lisence

According to the following URL, forwarder with free license can not forward data to third-party system.

In my environment, it seems that forwarder with free license can forward data. I found it by capturing packet.
Please let me know the detail of this restriction.

I think the answer is actually on that page: "Forwarding in TCP/HTTP formats is not available. This means you can forward data to other Splunk instances, but not to non-Splunk instances."
