Is there documentation on what permissions a user role requires to create and edit data models?

I am now setting up users and cannot seem to find documentation on user and role setup. I have a user that needs to be able to do data modeling and she only has user role, what else do I need to give her... Better yet is there any documentation?

According to the documentation here, she needs the Admin or Power role.
