Go to Manager > Apps > click the "permissions" link for the app in question, set it to have read permissions for everyone, but uncheck any "write".

For Splunk 6+, go to Apps dropdown (top left) > Manage apps instead of "Manager > Apps". Everything else is the same.

You can override the "app level" permissions by setting a specific dashboard with write permissions if you wish.

Note permissions at this level apply to roles, not to specific users.

Hope this helps.
