For anyone else having this issues. From the response I recieved from the Splunk support, they are currently experiecing the same issues in house.

The current workaround is to manually install apps. As soon as their is a resolution I'll update this issue.

I'm also having this exact same issue. I'm watching the traffic through our ASA and see everything from the Splunk server pass out through interenet fine but when I try to browse for more apps I get the same messages.

If anyone can offer any additional information to help resolve this, I would appreciate it.

Running on Windows 2008R2 x64 Server. Have restarted manager as well as stopped and started both services.
