why does pdf generation with custom logo fail?

i am running Splunk Enterprise
Version: 7.1.2
Architecture=Standalone instance (SH and IDXer in one box)
and Centos OS.

I have custom image file "my_logo.png located /opt/splunk/etc/search/appserver/static/my_logo.png

alert_actions.conf file:
/opt/splunk/etc/system/local/alert_actions.conf
[email]
pdf.header_left = none
pdf.header_right = none
pdf.logo_path = /opt/splunk/etc/apps/search/appserver/static/dhs_logo
pdf.html_image_rendering = 0

PDF generation is broken witherror message
tail -f /opt/splunk/var/log/splunk/pdfgen.log

2018-10-26 12:15:04,022 +0000 ERROR pdfrenderer:431 - Failed to retrieve customize logo error Resource "/opt/splunk/etc/apps/search/appserver/static/dhs_logo" is out of scope

correction:
pdf.logo_path = /opt/splunk/etc/apps/search/appserver/static/my_logo

i made a change to my image file from dhs_logo to my_logo, but it gives me the same error message.
