When I run btool, getting this error,

Will setenv SPLUNK_CLI_DEBUG to "v"

can someone please help me fix this ?

It was

/opt/splunk/bin/splunk btool server list --debug

That looks OK. You might try moving the debug option.

/opt/splunk/bin/splunk btool --debug server list

Do you have an alias defined that might be getting invoked unintentionally?
