Why does the URA not update itself efter a scan?
I've had several apps installed for more than 2 weeks, and still I get the same message:

I opened a case with Splunk support, they stated that problem was that "the latest version of those apps / addons were not updated in the Upgrade Readiness App database file".
They updated the database file and after that, all apps and add-ons on my (Splunk Cloud) search head passed the Python scan under the upgrade readiness app.
