How does DMC calculate Load Average

How does DMC calculate load average? 

I understand the number comes from rest api. But it does not explain how exactly the number is calculated.

And the number is quite different from Linux Load Average when you use uptime command.

normalized_load_avg_1minNormalized load average of runnable_process_count across all cores (cumulative_load_avg / number_of_cores). This value is not reliable for a VM guest.
