This is not available in masters GUI. The command is run in CLI as you upgrade Splunk in CLI only.

1. To put the cluster into the maintenance mode:

/opt/splunk/bin/splunk enable maintenance-mode

 2. To disable maintenance mode:

/opt/splunk/bin/splunk disable maintenance-mode

3. To check maintenance mode status. The returned value of 1 indicates that the maintenance mode is on.  Value  indicates that the maintenance mode is off.

/opt/splunk/bin/splunk show maintenance-mode

/opt/splunk/ is $SPLUNK_HOME directory in this case.
